Biography
Helen Esbenshade represents individuals, private developers, businesses, and investor-owned utilities in a wide range of matters, including commercial litigation in Pennsylvania state and federal courts, real estate matters, estate planning and administration, and land and water use law. Helen also represents municipalities and public agencies in the wide array of legal issues facing them in due course. Helen is a Member of the firm’s Executive Leadership Committee and is in charge of the firm’s Chester County office in West Chester, Pennsylvania.
Representative Matters include the following:
- As solicitor to Chester County Economic Development Council and South Eastern Economic Development Company of Pennsylvania, Helen has handled loan transactions involving loan programs under the U.S. Small Business Administration and the Pennsylvania Small Business First Fund loan program.
- Represents Chester County Water Resources Authority, Chester County General Authority, Chester County and Central and Western Chester County Industrial Development Authorities, West Sadsbury Township Zoning Hearing Board, East Nottingham Township, West Nottingham Township, and Borough of South Coatesville, as well as County of Chester as Special Legal Counsel.
- Works with clients and their professional consultants to develop innovative agreements with private developers to promote economic development initiatives in cooperation with state regulatory agencies.
- Participates as underwriter’s counsel and bond counsel in municipal tax-exempt bond financings.
